[MAYOR] I WOULD LIKE TO SAY JUST A FEW WORDS.
FIRST OF ALL, I WANTED TO INTRODUCE MY SON, BRETT.
AND THEN MY SON CHAD IS ALSO HERE WITH ME TONIGHT.
DIDN'T STAND UP WITH ME, BUT THEY'RE HERE IN PERSON.
I'D JUST LIKE TO SAY A COUPLE OF THINGS AND FIRST OF ALL, I'M GRATEFUL FOR THE OPPORTUNITY TO SERVE ANOTHER FOUR YEARS AS MAYOR OF THE CITY OF OLATHE.
I THANK GOD FOR LIFE AND FOR WISDOM AND FOR DIRECTION THAT HE GIVES ME TO DO THIS JOB EVERY DAY.
I'M THANKFUL FOR THE SUPPORT OF MY WIFE AND MY FAMILY THAT HAVE ALLOWED ME TO SERVE.
AND I ESPECIALLY WANT TO THANK THE VOTERS FOR THEIR CONFIDENCE IN ME THAT AS MAYOR, WE HAVE A GREAT CITY FULL OF AMAZING CITIZENS.
AND THAT'S NOT THE ONLY REASON FOR OUR GREATNESS.
WE HAVE WONDERFUL, DEDICATED EMPLOYEES THAT WORK HARD TO PROVIDE QUALITY SERVICES TO OUR RESIDENTS.
SO A SPECIAL THANKS TO ALL OUR EMPLOYEES FROM OUR STREET MAINTENANCE CREWS.
WE ALL KNOW THAT THEY'VE BEEN OUT WORKING HARD THE LAST FEW DAYS. OUR TRASH TRUCK DRIVERS, POLICE OFFICERS, FIREFIGHTERS AND EVERYONE IN BETWEEN.
AND I'M REALLY LOOKING FORWARD TO THE NEXT FOUR YEARS OF GROWTH AND PROSPERITY FOR OLATHE TO CONTINUE TO BE THAT SHINING CITY ON THE HILL.
SO WITH THAT, I'D LIKE TO OPEN IT UP IF YOU, ANY OF THE OTHER NEW ELECTED MEMBERS WOULD LIKE TO MAKE A FEW COMMENTS.
SO AGAIN, I (INAUDIBLE) (INAUDIBLE) LARGELY BASED ON HER INVOLVEMENT AS A FRIEND, AS A MENTOR, AS A SUPERVISOR, QUITE FRANKLY.
SO, YOU KNOW, AGAIN, I OFFER, LIKE THE MAYOR, MY APPRECIATION FOR THE VOTERS WHO BROUGHT ME HERE TONIGHT.
[00:15:01]
IT'S AN HONOR TO JOIN MY FELLOW COUNCIL MEMBERS ON THE DAIS.A VERY IMPORTANT JOB, ONE THAT I EMBRACE WITH GUSTO.
I WAS ELECTED NOT TO BE A WALLFLOWER.
I WAS ELECTED TO BE A PARTICIPANT IN THE ARENA.
I'M NOT HERE TO BE A RUBBER STAMP, BUT RATHER TO BE A CRITICAL THINKER AND A COLLABORATOR, A DIPLOMAT, AND VERY MUCH ENGAGE WITH MY FELLOW COUNCIL MEMBERS, ALL FOR THE GOOD OF OLATHE.
JUST LIKE THE MAYOR SAYS, WE LIVE IN A GREAT CITY AND WE'RE GOING TO MAKE IT GREATER. THANKS VERY MUCH.
I HAD THE OPPORTUNITY TO SERVE ON THE COUNCIL TWO YEARS PREVIOUSLY, AND I AM THRILLED TO BE BACK.
AND I LOVE THIS CITY. I LOVE OUR STAFF.
I FEEL LIKE WE'VE SURROUNDED OURSELF WITH GREATNESS.
AND I AM JUST THRILLED TO JUST BE A SMALL PART OF THAT.
SO THANK YOU, EVERYONE WHO PUT YOUR CONFIDENCE IN ME AS WELL.
AND THANK YOU FOR EVERYONE WHO IS HERE TONIGHT.
WE SO APPRECIATE IT. IT MEANS SO MUCH.
WELL, NICOLE, OLIVER AND PENELOPE, I CAN'T, I CAN'T THANK YOU GUYS ENOUGH FOR YOUR LOVE AND SUPPORT.
IT MEANS THE WORLD TO ME THAT NOT ONLY THAT YOU'RE HERE TONIGHT, BUT WITHOUT.
WITHOUT YOUR LOVE AND YOUR HELP, I WOULDN'T BE UP HERE TONIGHT EITHER.
WE REALLY DO HAVE A WONDERFUL PLACE TO CALL HOME.
AND WE ALL CHOOSE TO CALL OLATHE HOME.
AND I THINK SO MUCH OF THAT IS BECAUSE OF HOW GREAT OF A CITY OLATHE IS. AND THE CITY COUNCIL, PREVIOUS CITY COUNCILS HAVE AT LEAST PLAYED A SMALL PART OF THAT.
AND I'M CERTAINLY THRILLED TO JOIN AND HOPEFULLY HELP MOVE OLATHE FORWARD.
AND MAYOR BACON, I WOULD LIKE TO ECHO WHAT YOU SAID TO HAVING SUCH A WONDERFUL CITY STAFF AND CITY PERSONNEL.

ONE MORE ITEM OF SPECIAL BUSINESS.
I WOULD LIKE TO INVITE CITY MANAGER MICHAEL WILKES TO JOIN ME.
TONIGHT ISN'T ONLY SPECIAL BUSINESS OR FOR, YOU KNOW, WELCOMING THE NEW MEMBERS OF THE CITY COUNCIL, BUT LAST WEEK WE HAD ANOTHER VERY SIGNIFICANT MILESTONE.
MICHAEL, I'VE HEARD YOU SAY THAT THE AVERAGE TENURE OF A CITY MANAGER IS ABOUT FOUR YEARS.
IS THAT SO? AS OF JANUARY 4TH, MICHAEL WILKES HAS LED THIS ORGANIZATION FOR 25 YEARS.
MICHAEL HAS BEEN HAS YOU'VE ACCOMPLISHED SO MUCH IN THE ORGANIZATION, IN THIS COMMUNITY, THE COUNTLESS SUCCESSES, THE GROWTH, THE NATIONAL RECOGNITIONS THIS ORGANIZATION RECEIVED CAN ONLY BE TRACED BACK TO YOUR LEADERSHIP.
YOU HAVE MEANT SO MUCH TO OUR CITY AND OUR COMMUNITY, AND WE'RE FORTUNATE TO HAVE AND CONTINUE BENEFITING FROM YOUR STEADFAST COMMITMENT TO PUBLIC SERVICE.
SO TO COMMEMORATE THIS IMPORTANT MILESTONE, I'D LIKE TO GIVE YOU A CERTIFICATE AND YOU COULD WELCOME TO SAY A FEW WORDS IF YOU'D LIKE, BUT HERE IS A CERTIFICATE, SO THERE YOU GO.
[MICHAEL] I'LL SAY JUST ONE BRIEF WORD.
SO FIRST OF ALL, YOU KNOW, IT'S BEEN A TREMENDOUS BLESSING AND AN HONOR.
I WAS TALKING TO SOMEBODY EARLIER, CAME UP, SAID CONGRATULATIONS.
AND I SAID, BOY, IT'S JUST FLOWN BY 25 YEARS.
BUT IT'S BEEN AN HONOR AND A PRIVILEGE TO HAVE THE LEADERSHIP OF THE CITY COUNCIL AND AS I'VE TOLD THE COUNCIL MANY TIMES IN EXECUTIVE SESSION, IN MY EVALUATION, THEY MANAGED ME FOR 25 YEARS EXACTLY HOW I WOULD MANAGE ME, WHICH IS YOU HAVE TO JUST LET ME RUN.
AND WHEN I DO SOMETHING WRONG, YOU PULL BACK AND WHACK ME AND THEN JUST LET ME GO.
SO AND THEY'VE DONE THAT AND IT'S BEEN GREAT AND A TREMENDOUS STAFF.
I'VE BEEN BLESSED WITH FOR 25 YEARS TO TO REALLY WORK SIDE BY SIDE AS A TEAM WITH SOME TREMENDOUS PEOPLE AND THAT IT'S JUST BONDS THAT, YOU KNOW, I'LL NEVER FORGET.
AND SO IT'S BEEN GREAT I REALLY APPRECIATE IT.
I MISSED AN ITEM AND THAT WAS THE ELECTION OF THE MAYOR PRO TEM.
SO AT THIS TIME I WOULD ENTERTAIN MOTIONS FOR NOMINATIONS FOR MAYOR PRO TEM.
[MAYOR] DO I HAVE A SECOND? [MAYOR] I HAVE A MOTION AND A SECOND FOR MARGE VOGT ANY OTHER NOMINATIONS? SEEING NONE. WE HAVE A MOTION, CITY CLERK, PLEASE CALL ROLL.
[MAYOR] YES. [CLERK] MS. ESSEX? [MAYOR] MARGE, WOULD YOU PLEASE GO DOWN, TO BE SWORN IN? [JUDGE] IF YOU WOULD REPEAT AFTER ME.
[00:25:01]
[JUDGE] DO SOLEMNLY SWEAR.[COUNCILMEMBER] DO SOLEMNLY SWEAR [JUDGE] THAT I WILL SUPPORT THE CONSTITUTION OF THE UNITED STATES, [COUNCILMEMBER] THAT I WILL SUPPORT THE CONSTITUTION OF THE UNITED STATES [JUDGE] AND THE CONSTITUTION OF THE STATE OF KANSAS [COUNCILMEMBER] AND THE CONSTITUTION OF THE STATE OF KANSAS [JUDGE] AND FAITHFULLY DISCHARGE [COUNCILMEMBER] AND FAITHFULLT DISCHARGE [JUDGE] THE DUTIES OF MAYOR PRO TEM [COUNCILMEMBER] THE DUTIES OF MAYOR PRO TEM [JUDGE] SO HELP ME GOD. I HAVE SOME IN HAWAII AND SOME IN COLORADO.
SO I'LL SAY HELLO TO THEM AND THANK YOU FOR ALL THEIR SUPPORT.
AND THANK YOU, COUNCIL, FOR YOUR SUPPORT FOR THIS OPPORTUNITY.
[MAYOR] SO JUST A LITTLE BIT OF HOUSEKEEPING.
THESE ARE THE SEATING ARRANGEMENT.
THEN THAT WE'RE IN RIGHT NOW IS JUST TEMPORARY.
AND SO AT OUR NEXT MEETING, WE'LL HAVE OUR ASSIGNED SEATS AND STAFF WILL GET WITH EACH ONE OF YOU BASED ON SENIORITY OR TENURE ON THE COUNCIL AS TO WHAT SEATS ARE AVAILABLE THAT ARE LEFT AND WHAT YOUR PREFERENCE IS.
SO WE'LL HAVE THOSE PERMANENT SEATING ARRANGEMENTS NEXT TIME WE MEET.
THANK YOU ALL FOR JOINING US FOR OUR SPECIAL BUSINESS TONIGHT.
WE'LL NOW PROCEED WITH OUR CONSENT AGENDA ITEMS.
[9. CONSENT AGENDA]
THE ITEMS LISTED BELOW ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL, MAY BE APPROVED IN ONE MOTION.THESE MAY INCLUDE ITEMS THAT HAVE BEEN REVIEWED BY THE CITY COUNCIL ON A PRIOR PLANNING SESSION.
THERE WILL BE NO SEPARATE DISCUSSION UNLESS A COUNCIL MEMBER REQUESTS THAT AN ITEM BE REMOVED FROM THE CONSENT AGENDA AND CONSIDERED SEPARATELY. COUNCIL MEMBERS, ARE THERE ANY SUCH ITEMS TONIGHT? COUNCIL MEMBER ESSEX.
BUT THAT WAS FOR SOMETHING ELSE.
IT'S I SO SOMEBODY TO CHANGE THE LITTLE NAME TAG.
SO COUNCILMEMBER VAKAS, WARD 2. YES, I’D LIKE TO PULL ITEMS P AND Q FOR A BIT FURTHER DISCUSSION.
VERY IMPORTANT ROAD PROJECT, AND I'D ASK FOR OUR CITY ENGINEER TO COME UP AND SPEAK JUST A BIT MORE FOR A GENERAL AWARENESS.
[MAYOR] ANY OTHER ITEMS? WE HAVE ITEMS P AND Q THAT HAVE BEEN PULLED, ANY OTHERS? A MOTION TO APPROVE THE CONSENT AGENDA WOULD BE IN ORDER.
AGENDA ITEMS A THROUGH Z AS PRESENTED WITH THE EXCEPTION OF ITEMS P AND Q.
WILL THE CITY CLERK PLEASE CALL ROLL? [CLERK] MS. ESSEX. COUNCILMEMBER ESSEX] YES.
[CLERK] MS. FELTER? [CLERK] MR. GILMORE? [CLERK] MR. SCHOONOVER? [CLERK] MR. VAKAS? [CLERK] MS. VOGT? [CLERK] MR. BACON? [MAYOR] YES.
[P. Consideration of Engineer’s Estimate, acceptance of bids and award of contract to Pyramid Contractors, Inc. for construction of the 119th Street Improvements Project, PN 3-P-007-23.]
[MAYOR] ITEM P IS CONSIDERATION OF ENGINEER'S ESTIMATE ACCEPTANCE OF BIDS AND AWARD OF CONTRACT TO PYRAMID CONTRACTORS INC.FOR CONSTRUCTION OF THE 119TH STREET IMPROVEMENTS PROJECT PN 3-P-007-23.
SO NATE, I'D ASK YOU TO TALK JUST A BIT ABOUT BOTH P AND Q TOGETHER WOULD BE FINE.
THIS IS AN IMPORTANT STREET PROJECT IN WESTERN OLATHE ON 119TH STREET WEST OF K-7. FOR PUBLIC AWARENESS, I THINK IT'D BE GOOD IF WE JUST TALKED BRIEFLY ABOUT IT.
SO, NATE BALDWIN, CITY ENGINEER, MAYOR, COUNCIL MEMBERS, THANK YOU FOR THIS OPPORTUNITY.
SO THIS PROJECT IS GOING TO PAVE A ROAD THAT ONCE UPON A TIME WAS PAVED.
BUT MANY PEOPLE THINK IS A GRAVEL ROAD.
I ACTUALLY GOT IN AN ARGUMENT WITH OUR STREET PRESERVATION MANAGER, WHETHER IT'S A GRAVEL ROAD OR ASPHALT ROAD, AND COURSE TOLD ME I WAS WRONG.
AND IT WAS ONCE UPON A TIME IN ASPHALT ROAD.
SO THIS IS THE PORTION OF THE ROAD THAT IS WEST OF CLARE 119 STREET IS IMPROVED FROM I'M SORRY, K-7 TO CLARE GOING WEST TO THE NEW TRAILHEAD FOR THE CEDAR NILE'S PARK AND TO OUR LABORATORY AND CEDAR CREEK WASTEWATER TREATMENT FACILITY.
THE ROAD IS AN EXTREMELY ROUGH SHAPE.
SO WHAT WE'RE GOING TO DO IS GO OUT THERE, PUT, PUT A GOOD LAYER OF ASPHALT BASE, ROCK DOWN, BUILD A GOOD ROAD.
WE'RE ALSO BUILDING A TRAIL SIDEWALK ON THE SOUTH SIDE THAT WILL HELP THE CITIZENS OF FOREST VIEW AND THOSE ALONG CLARE ROAD GET TO THE TRAILHEAD.
SO RIGHT NOW, BIKERS HAVE A VERY DIFFICULT OPPORTUNITY
[00:30:01]
TO GET THERE AS SOME PEOPLE UP HERE WELL KNOW.RIGHT, BECAUSE IT IS IT RIGHT NOW IT IS IN VERY, VERY POOR CONDITION.
SO THE STREET IS GOING TO HAVE, LIKE I SAID, PEDESTRIAN SIDEWALK TRAIL OFF TO THE SOUTH SIDE.
BUT ON THE STREET ITSELF, WE'RE ACTUALLY GOING TO PUT A PEDESTRIAN LANE.
SO THAT'S FOR BIKERS, PEDESTRIANS, ANYONE WHO USE IT IS GOING TO BE OUT OF THE WAY OF TRAFFIC.
SO WE'RE VERY EXCITED FOR THE OPPORTUNITY IMPROVE THIS ROAD THAT'S A LONG TIME COMING.
THANK YOU, SIR. I APPRECIATE THAT.
SO AN IMPORTANT PROJECT, YOU KNOW, AS WE LOOK TO THE WEST PART OF OLATHE, NORTH-SOUTH AND EAST-WEST, TRAFFIC ABILITY IS VERY IMPORTANT AS WE CONTINUE TO GROW WEST.
IT'S GREAT TO SEE THIS HAPPEN FINALLY.
NOW NATE, AS WE THINK OF THE MAP IT DOES CURRENTLY INTERSECT WITH CLARE TO THE NORTH AND TO THE SOUTH.
IF WE GO A BIT FURTHER WEST, IT WILL EVENTUALLY INTERSECT TO THE NORTH WITH CEDAR CREEK PARKWAY? [BALDWIN] THAT THAT IS THE LONG TERM PLAN. YES.
AND FROM FROM 119, TAKING IT UP TO CEDAR CREEK PARKWAY IS ABOUT HOW FAR RIGHT NOW? [BALDWIN] THAT'S A GOOD QUESTION.
I WOULD SAY PROBABLY A THIRD TO A QUARTER OF A MILE.
THANK YOU VERY MUCH. [BALDWIN] THANK YOU.
[MAYOR] AND ANY OTHER QUESTIONS ON THIS ITEM? A MOTION ON ITEM P WOULD BE IN ORDER.
I THANK YOU FOR ALLOWING ME TO MIND MY PS AND QS. SO I WOULD MOVE THEN THAT WE APPROVE ITEM P AND Q AS PRESENTED ON THE CONSENT AGENDA.
[MAYOR] WILL TAKE UP ITEM Q JUST A MINUTE, BUT WE'RE ITEM P.
WELL, SURE, IF YOU WANT TO OF THEM SEPARATELY? [MAYOR] SURE. WELL, IN THAT CASE, PLEASE, A MOTION TO APPROVE ITEM P AS PRESENTED ON THE CONSENT AGENDA, [MAYOR] OKAY, WE HAVE A MOTION, DO WE HAVE A SECOND? WILL THE CITY CLERK PLEASE CALL ROLL? [CLERK] MS. FELTER? [CLERK] MR. GILMORE? [CLERK] MR. SCHOONOVER? [CLERK] MR VAKAS? [CLERK] MS. VOGT? [CLERK] MR. BACON? [CLERK] MS. ESSEX? [CLERK] MOTION PASSES, 7-0.
[Q. Consideration of a Utility Agreement with Evergy Metro, Inc. for the 119th Street Improvements Project, PN 3-P-007-23.]
[MAYOR] ITEM Q IS CONSIDERATION OF THE UTILITY AGREEMENT WITH EVERGY METRO INC FOR THE 119TH STREET IMPROVEMENT PROJECT THAT WE JUST TALKED ABOUT.YOU DIDN'T HAVE ANY OTHER QUESTIONS RELATING? SO YEAH.
SO MOTION, APPROVE Q WOULD BE IN ORDER UNLESS SOMEONE ELSE HAS ANY QUESTIONS.
WOULD OFFER A MOTION TO APPROVE ITEM Q AS PRESENTED ON THE CONSENT AGENDA.
WILL THE CITY CLERK PLEASE CALL THE ROLL? [CLERK] MR. GILMORE? [CLERK] MR. SCHOONOVER? [CLERK] MR. VAKAS? [CLERK] MS. VOGT? [CLERK] MR. BACON? [CLERK] MS. ESSEX? [CLERK] MS. FELTER? [CLERK] MOTION PASSES 7-0.
[A. Consideration of Ordinance No. 24-01, RZ23-0010, requesting approval of a zoning amendment to Ordinance 20-33 with a revised preliminary site development plan for Bach Homes Montage Apartments (RZ23-0010), on approximately 17.31 acres; located southwest of W. 127th Street and S. Mur-Len Road. Planning Commission recommended approval 5 to 1.]
[MAYOR] WE WILL NOW MOVE ON TO NEW BUSINESS. ITEM A IS CONSIDERATION OF ORDINANCE NUMBER 24-01, WHICH IS RZ23-0010 REQUESTING APPROVAL OF A OF A ZONING AMENDMENT TO ORDINANCE 20-33 WITH A REVISED PRELIMINARY SITE DEVELOPMENT PLAN FOR BACH HOMES MONTAGE APARTMENTS ON APPROXIMATELY 17.31 ACRES LOCATED SOUTHWEST OF WEST 127TH STREET AND SOUTH MUR-LEN ROAD. PLANNING COMMISSION RECOMMENDED APPROVAL OF THIS ITEM 5-1 PLANNING AND DEVELOPMENT MANAGER KIM HOLLINGSWORTH IS HERE FOR A BRIEF, BRIEF PRESENTATION.MAYOR AND COUNCILMEMBERS. KIM HOLLINGSWORTH, PLANNING AND DEVELOPMENT MANAGER.
AND AS WAS INTRODUCED, THIS IS AN AMENDMENT TO AN ALREADY APPROVED DEVELOPMENT FOR BACH HOMES MONTAGE APARTMENTS.
THE 17 ACRE PROPERTY IS LOCATED SOUTHWEST OF 127TH AND MERLIN ROAD, RIGHT EAST OF HONDA OF OLATHE.
THE PROPERTY WAS ZONED TO THE PD PLAN DISTRICT IN 2018 AND WAS LATER AMENDED IN 2020.
IT’S SURROUNDED BY COMMERCIAL ZONING TO THE SOUTH, EAST AND WEST AND HIGH DENSITY MULTIFAMILY TO THE NORTH PLAN OLATHE COMPREHENSIVE PLAN DESIGNATES THE PROPERTY AS A COMMUNITY COMMERCIAL CENTER.
THESE CENTERS ARE LOCATED AT MAJOR INTERSECTIONS, ARE PEDESTRIAN SCALED AND MULTI-STORY BUILDINGS ARE ENCOURAGED.
THE REQUESTED AMENDMENT IS ALSO SUPPORTED BY SEVERAL POLICIES OF THE COMPREHENSIVE PLAN, INCLUDING ATTENTION TO MIXED USE DEVELOPMENTS AND OFFERING A VARIETY OF HOUSING DENSITIES.
IN 2020, THE APPROVED DEVELOPMENT INCLUDED APARTMENTS, TOWNHOMES, A CONVENIENCE STORE, TWO MIXED USE BUILDINGS AND A COMMERCIAL BUILDING AS WELL.
AND I'LL SHOW YOU NOW THE 2023 REVISED PLAN.
IT MAINTAINS THE SAME INTERNAL STREET LAYOUT, COMMERCIAL AND, MIXED USE BUILDINGS.
AND THEN OVER THE NEXT SLIDES, I WILL HIGHLIGHT THE DIFFERENCES TO THE RESIDENTIAL PORTION OF THE DEVELOPMENT.
SO FIRST, THE APPLICANT IS REQUESTING A REVISED LAYOUT OF THE APARTMENT BUILDINGS FROM THREE LARGER BUILDINGS TO FIVE SMALLER BUILDINGS, AND JUST A SLIGHT INCREASE IN THE NUMBER OF TOTAL UNITS.
ALSO, THE STORMWATER DETENTION WOULD BE LAID OUT
[00:35:01]
JUST A LITTLE DIFFERENTLY, MOVING FROM COMPLETELY UNDERGROUND DETENTION TO SOME UNDERGROUND AND ALSO ABOVE GROUND DRY DETENTION.AND THEN THE TRAFFIC IMPROVEMENTS ARE REMAINING THE SAME. A REVISED TRAFFIC IMPACT STUDY WAS COMPLETED BASED ON THESE REVISED PLANS.
AND SO ALL IMPROVEMENTS REMAIN THE SAME, INCLUDING THAT ENTRANCE ON MUR-LEN ROAD.
THAT'S THE MAIN ENTRANCE INTO THE DEVELOPMENT. FOUR ADDITIONAL ACCESS POINTS.
AND THEN ADDITIONALLY, TWO TRAFFIC SIGNALS WOULD BE CONSTRUCTED AS PART OF THIS DEVELOPMENT, 129TH AND MUR-LEN AND THEN 127TH AND MOORE AVENUE.
ALL OF THOSE INFRASTRUCTURE IMPROVEMENTS WILL BE COMPLETED WITH THE FIRST PHASE OF DEVELOPMENT AND THEN SLIGHTLY LAGGING.
THAT WOULD BE CONSTRUCTION IN 1B OF THE CONVENIENCE STORE.
THE LANDSCAPE PLAN HAS BEEN MODIFIED FOR THE REVISED MODIFICATION OF THE DEVELOPMENT, INCLUDING LANDSCAPING AROUND THE PERIMETER THROUGHOUT THE PARKING AREAS AND BUILDING FOUNDATIONS.
THE BUILDINGS RETAIN THE SAME MODERN FLAT ROOFLINE AND GENERAL COLOR TONES AS THE 2020 APPROVAL.
PRIMARILY, BUILDINGS WILL BE CONSTRUCTED OF MASONRY MATERIALS WITH GLASS, STONE VENEER AND STUCCO.
AND SO THIS IS THE VIEW FROM THE MAIN ENTRANCE.
YOU HAVE THE CLUBHOUSE AND APARTMENTS ON THE LEFT SIDE OF THE SCREEN AND THEN THE MIXED USE BUILDINGS ON THE RIGHT.
HERE'S AN INTERNAL VIEW OF THE APARTMENTS OF THE AMENITIES.
AND SO COHESIVE DESIGN ELEMENTS WILL BE USED THROUGHOUT THE DEVELOPMENT.
THIS AMENITY AREA HAS A POOL, FIREPIT GRILLS, PICNIC AREAS, AND THERE'S ALSO A DOG PARK WITHIN THE DEVELOPMENT.
HERE ARE SOME DIFFERENT VIEWS OF THE TOWNHOMES, SO THEY WILL MAINTAIN THE SAME BUILDING MATERIALS AND COHESIVE DESIGN STYLE AS THOSE APARTMENT BUILDINGS.
AND AN ADDITIONAL VIEW LOOKING FROM 129TH STREET WHERE YOU CAN SEE ENTRANCES INTO THE TOWNHOMES AND SOME OF THOSE DESIGN ELEMENTS.
SO STAFF RECOMMENDS APPROVAL OF THE ZONING AMENDMENT AS STIPULATED. DURING THE PLANNING COMMISSION PUBLIC HEARING, ONE INDIVIDUAL DID SPEAK REGARDING TRAFFIC IMPROVEMENTS AND THEN THE PLANNING COMMISSION VOTED 5-1 TO RECOMMEND APPROVAL.
THE APPLICANT TEAM DID ARRIVE HERE FROM UTAH TODAY.
THEY TRAVELED THROUGH THE SNOW, SO THEY ARE HERE FOR QUESTIONS.
IF YOU HAVE ANY. APPRECIATE THEIR EFFORTS TO BE HERE TONIGHT AND IF YOU HAVE ANY QUESTIONS FOR MYSELF, I'D BE HAPPY TO ANSWER THOSE AS WELL.
THANK YOU. [MAYOR] THANKS, KIM.
QUESTIONS OF STAFF ON THIS ITEM, ANYONE? COUNCILMEMBER VOGT.
AS FAR AS THE INCREASE IN DENSITY, IT'S STILL MEETS WITHIN THE REQUIREMENTS OF THE ZONING THAT HAS BEEN PREVIOUSLY APPROVED.
IS THAT CORRECT? [KIM] YEAH, IT'S REALLY JUST AN INCREASE OF 21 UNITS OVERALL, VERY MINOR INCREASE.
SO IT STILL WOULD MEET THAT SAME DENSITY THRESHOLD THAT WAS PREVIOUSLY APPROVED.
WILL THESE BE RENTAL, LEASE OR HOME OWNER OCCUPIED? DO YOU KNOW? [KIM] THESE ARE INTENDED TO BE RENTALS SO THAT THEY BE LAID OUT THAT WAY.
BECAUSE I DO THINK THERE'S A MARKET FOR PROBABLY SOME OWNER OCCUPIED TOWNHOUSES.
THAT'S WHY I ASK THE QUESTION.
WOULD YOU SAY THAT ALL THE TRAFFIC CONCERNS THAT THAT ONE INDIVIDUAL HAD REGARDING TRAFFIC ON MUR-LEN AND ACCESS POINTS WERE ADEQUATELY ADDRESSED? [KIM] YEAH, THERE WAS FURTHER CONVERSATION AT THAT PLANNING COMMISSION MEETING TO FURTHER ADDRESS THOSE QUESTIONS, SUCH AS SIGNAL TIMING, TURN LANE IMPROVEMENTS AND THOSE TRAFFIC SIGNAL ACCESS POINTS.
I'VE GOT SIGNAL AFTER SIGNAL AFTER SIGNAL.
SO WE'LL HOPE THAT WILL BE THE SAME.
WERE THERE ANY CHANGES IN THE AMOUNT OF SQUARE FOOTAGE IN COMMERCIAL SPACE? [KIM] EXACTLY THE SAME.
THEY MAINTAIN THE SAME AMOUNT OF COMMERCIAL AS PREVIOUSLY APPROVED.
AT THAT LITTLE RESTAURANT THAT'S THERE.
I THINK WE CAN USE THOSE COMMUNITY GATHERING PLACES AND I THINK BE A GREAT PLACE FOR THAT.
THANK YOU. [KIM] THANK YOU HAVE COUNCIL MEMBERS GOING OVER.
[MAYOR] COUNCILMEMBER SCHOONOVER.
WITH REGARD TO THE TRAFFIC STUDY, I BELIEVE SOMEBODY HAD ASKED A QUESTION AND I DON'T RECALL IF IT WAS DURING THE PLANNING COMMISSION MEETING OR THE NEIGHBORHOOD MEETING ABOUT WHETHER THAT UPDATED PLANNING OR TRAFFIC STUDY EXCUSE ME, WENT AS FAR, I GUESS THE DIRECTION WOULD BE WEST, AS FAR AS RIDGEVIEW WITH SANTA FE TRAIL AND EVERYTHING THERE RIGHT ACROSS FROM FROM THE OVERPASS.
WAS ADDITIONAL TRAFFIC IMPACT TO THAT AREA EVER STUDIED BECAUSE I KNOW THAT 127TH KIND OF GOES DOWN TO ONE LANE IN EACH DIRECTION RIGHT THERE BY THE JUNIOR HIGH.
[KIM] YEAH I RECALL THAT QUESTION BEING ASKED OF THE PLANNING COMMISSION MEETING.
[00:40:03]
AND SO THE TRAFFIC STUDY GOES LIKE A BLOCK EITHER DIRECTION OR MAJOR STREET EITHER DIRECTION.SO IT DID GO ALL THE WAY TO KANSAS CITY ROAD.
AND PERHAPS A TEAM FOR THE FOR THE DEVELOPER WHENEVER WHENEVER THEY'RE ABLE TO TO COME UP.
BUT I ALSO SAW IN THE NOTES THAT I BELIEVE BACH HOMES HAS ONE OTHER PROPERTY IN THE KANSAS CITY AREA THAT IT CURRENTLY OWNS AND MANAGES.
AND I GUESS I WAS JUST CURIOUS TO WHAT WHAT THAT PROPERTY IS.
[KIM] YEAH, THAT IS ACCURATE AND THE DEVELOPER WOULD BE ABLE TO ANSWER THAT IN MORE DETAIL.
[MAYOR] COUNCILMEMBER GILMORE.
KIM, AS MY UNDERSTANDING, THE PHASE ONE OF THIS IS GOING TO BE THE RESIDENTIAL.
IS THAT CORRECT? [KIM] THAT IS CORRECT.
ADDITIONALLY--- PHASE 1 IS GOING TO BE THE RESIDENTIAL UNITS? [KIM] YES. BEING REQUIRED TO BE PUT IN AT THE SAME TIME AS THE PHASE ONE IS PUT IN, CORRECT? [KIM] YES.
SO PHASE ONE IS THE APARTMENTS, TOWNHOMES AND THE MIXED USE BUILDINGS, THUS PROMPTING THE NEED FOR THOSE SIGNALS TO BE PUT IN AT THAT TIME.
[KIM] YES. THE ONLY PHASE TWO IS THAT ONE BUILDING AT THE COMMERCIAL— THE COMMERCIAL BUILDING AT THE CORNER, THE DEVELOPER’S CURRENTLY WORKING ON SECURING A TENANT FOR THAT SPACE.
[MAYOR] KIM. I HAD A COUPLE OF QUESTIONS.
ONE IS ON THESE SIGNALS AT 129TH AND MUR-LEN AND ALSO 127TH AND (INAUDIBLE).
IS IT POSSIBLE I DON'T KNOW IF WE PUT SENSORS ON THE MAJOR ARTERIALS, BUT TO ME, I'M FRUSTRATED A LITTLE BIT ONCE IN A WHILE WHEN THESE SIGNALS MALFUNCTION AND THE DEFAULT AND I DON'T KNOW WHAT TIME THE DEFAULT MODE GOES IN, BUT USUALLY IT'S LATER IN THE EVENING WHEN THE TRAFFIC GOES DOWN.
BUT THE DEFAULT SHOULD ALWAYS BE GREEN FOR ARTERIAL.
AND ON SOME OF THESE THE DEFAULT THEN GOES TO RED TO STOP ON THE ARTERIALS.
SO I'M JUST WONDERING IF WE ONLY WOULD PUT THE SENSOR ON THE SIDE ROADS AND JUST HAVE THE DEFAULT ON THESE SIGNALS ALWAYS BE GREEN AND THEN IT WOULD TRIGGER JUST TO KEEP TRAFFIC MOVING ON ARTERIALS.
SO IS THAT POSSIBLE? [KIM] I SEE I HAVE A VISITOR HERE AT THE PODIUM, SO I'M GOING.
TO HAVE NATE HELP ME OUT HERE.
[MAYOR] BECAUSE I UNDERSTAND THE NEED FOR THE TRAFFIC SIGNALS.
BUT IT DOES DISRUPT THE TRAFFIC ON ARTERIALS, ESPECIALLY IN THE EVENING.
SO OUR ARTERIALS DO GET PRIORITY FOR GREENS SO IF THERE IS AN ISSUE OUT THERE, THE PRIORITY DOES GO TO THE ARTERIALS.
BUT WE STILL DO NEED TO GET THE SIDE STREETS IN THERE.
SO IF THERE'S SPECIFIC EXAMPLES YOU EVER SEE WHERE THE MAJORITY IS GOING TO THE SIDE STREETS, NOT THE ARTERIALS, PLEASE LET ME KNOW.
AND THAT'S SOMETHING WE'RE WORK TO CORRECT.
BUT EVERY SIGNAL SHOULD GIVE PRIORITIES TO THE ARTERIALS.
THE MAIN GREEN, EVEN IF IT DEFAULTS, IS IF YOU WILL.
I DIDN'T KNOW HOW WE PROGRAMMED THEM JUST TO MAKE SURE THAT THAT'S THE DEFAULT ALWAYS WORKS. [NATE] ABSOLUTELY.
[MAYOR] COUNCILMEMBER SCHOONOVER.
THIS QUESTION SLIPPED MY MIND EARLIER WITH REGARD TO THE PLANNING COMMISSION.
WHY WAS THERE A DISSENTING VOTE? [KIM] SO I DON'T HAVE A CLEAR REASON ON THE RECORD AS TO THE DISSENTING VOTE.
BUT I CAN TELL YOU THERE WAS SOME CONVERSATION AROUND THE DENSITY QUESTIONS AS TO THE NUMBER OF UNITS AND INCREASES AND THE DENSITY.
[MAYOR] SO WE HAVE A COUPLE OF QUESTIONS FOR THE APPLICANT.
IF THEY'D LIKE TO HAVE A REPRESENTATIVE COME UP, COUNCILMEMBER SCHOONOVER, DO YOU WANT TO JUST ASK THAT QUESTION AGAIN OR DO YOU.
THANK YOU, MAYOR, AND THANK YOU FOR BEING HERE.
I NOTICED IN THE IN THE PLANNING COMMISSION PACKET THAT BACH HOMES OWNS ONE OTHER PROPERTY THAT IS DEVELOPED IN THE KANSAS CITY AREA.
AND I WAS CURIOUS AS TO WHAT THAT PROPERTY IS.
WE'RE CURRENTLY ADDING A PHASE TWO OF 46 UNITS OF TOWNHOMES.
WE'VE OWNED THE PROPERTY AND MAINTAINED IT FOR APPROXIMATELY SEVEN YEARS.
AND I ALSO WANT TO MAKE SURE THAT I UNDERSTOOD THE THE PACKET CORRECTLY THAT WHEN BACH HOMES DEVELOPS A PROPERTY, IT MAINTAINS OWNERSHIP OF THAT PROPERTY.
IS THAT CORRECT? BACH HOMES HAS CURRENTLY ABOUT 3,200 UNITS THAT WE HAVE BUILT AND WE OWN AND MAINTAIN.
AS A DEVELOPER AS WE’RE A FAMILY OWNED COMPANY.
AND SO WHEN WE DESIGN AND WE BUILD, WE TRY TO KEEP LONG TERM MAINTENANCE AND LONG TERM
[00:45:02]
RENTABILITY IN MIND.[MAYOR] SIR. DO YOU MIND GIVING US YOUR NAME AND ADDRESS FOR THE RECORD? BRANDON AMES IT'S 270 NORTH, 2250 EAST IN LAYTON, UTAH.
WELL WELCOME TO OUR WINTER WONDERLAND HERE.
AND THANK YOU FOR BRAVING COMING OUT.
I'M SURPRISED YOU MADE YOUR FLIGHTS.
WE'VE BEEN WORKING ON THIS FOR A WHILE.
I THINK IT'S A VERY EXCITING PROJECT.
AND MY QUESTION IS, WHEN ARE YOU PLANNING TO BREAK GROUND? AS OF RIGHT NOW, WE'RE WE'RE ANTICIPATING GETTING THROUGH ALL OF OUR APPROVAL PROCESSES BY PROBABLY EARLY SUMMER.
SO WE WE WOULD LIKE TO START IN 2024.
THANK YOU, BRANDON, FOR BEING HERE.
THE PROJECT LOOKS AMAZING TO ME.
IT'S GOING TO BE A GREAT ADDITION TO OUR COMMUNITY AND WE NEED IT AND WE NEED ADDITIONAL HOUSING.
WE NEED THE DENSITY ON THIS CORNER, IN MY OPINION.
SO YOU HAVE MY SUPPORT AND MY GRATITUDE FOR BRINGING THIS PROJECT HERE.
OF BACH HOMES WERE ACTUALLY VACATIONING IN THE AREA AND LOVED IT, THOUGHT IT WOULD BE A GREAT OPPORTUNITY AND STARTED EXPLORING OPTIONS TO DEVELOP.
SO WE'VE DONE SOME DEVELOPMENTS IN IDAHO, MONTANA, OBVIOUSLY UTAH AND NOW WE'VE WORKED OUR WAY OVER HERE AND IT'S BEEN A REALLY GOOD PROJECT FOR US.
I THINK I PREDICT YOU'LL WANT TO DO MORE.
HOPEFULLY [MAYOR] THANK YOU FOR BEING HERE.
ANY OTHER QUESTIONS OR DISCUSSION ON THIS ITEM? SEEING NONE, A MOTION WOULD BE IN ORDER.
RZ23-0010 AND THE AMENDMENT TO ORDINANCE 20-33, AS PRESENTED. [MAYOR] SO WE HAVE A MOTION AND A SECOND. WILL THE CITY CLERK PLEASE CALL ROLL.
[CLERK] MS. FELTER? [CLERK] MR. GILMORE? [CLERK] MR. SCHOONOVER? [CLERK] MR. VAKAS? [CLERK] MS. VOGT? [CLERK] MR. BACON? [CLERK] MS. ESSEX? [CLERK] MOTION PASSES, 7-0.

ITEM B IS CONSIDERATION OF ORDINANCE NUMBER 24-2, APPROVING A LOAN AGREEMENT WITH THE KANSAS DEPARTMENT OF HEALTH AND ENVIRONMENT.KDHE ACTING ON BEHALF OF THE STATE OF KANSAS FOR THE FUNDING OF THE OLATHE PIPE REPLACEMENT EDUCATION PROGRAM PN 5-C-012-24.

SRF WHICH PROVIDES FUNDING TO IMPROVE THE SAFETY OF PUBLIC WATER SUPPLY SYSTEMS. THE LOAN NOT TO EXCEED $2,300,000 AND CHANGE WILL BE USED TO REPLACE 234 GALVANIZED WATER SERVICE LINES IDENTIFIED IN CENSUS TRACTS WITHIN OLATHE THAT HAVE POVERTY RATES EXCEEDING THE KANSAS STATEWIDE POVERTY RATE.
49% OF THE LOAN IS ELIGIBLE FOR FORGIVENESS.
THE OLATHE PIPE REPLACEMENT EDUCATION PROGRAM SEEKS TO MEET FEDERALLY MANDATED LEAD AND COPPER RULE REVISION REQUIREMENTS TO REDUCE LEAD IN DRINKING WATER AND ELIMINATE PUBLIC PRIVATE LEAD SERVICE LINES.
ANY QUESTIONS ON THIS? I APPLAUD STAFF FOR GETTING OUR APPLICATION IN EARLY.
A LOT OF CITIES DIDN'T EVEN KNOW IT EXISTED AND WE WERE WELL DOWN THE ROAD.
SO GOOD JOB ON THAT. SO ANY OTHER COMMENTS OR QUESTIONS ON THIS ITEM? SEEING NONE, A MOTION WOULD BE IN ORDER.
WILL THE CITY CLERK PLEASE CALL ROLL? [CLERK] MS. ESSEX? [CLERK] MS. FELTER? [CLERK] MR. GILMORE? [CLERK] MR. SCHOONOVER? [CLERK] MR. VAKAS? [CLERK] MS. VOGT? [CLERK] MR. BACON? [CLERK] MOTION PASSES, 7-0.
[MAYOR] WE’LL NOW MOVE TO NEW CITY COUNCIL BUSINESS TONIGHT.
[11. NEW CITY COUNCIL BUSINESS]
I'LL START ON MY RIGHT.COUNCILMEMBER SCHOONOVER? [MAYOR] COUNCILMEMBER FELTER? POLICE MAJOR JOHNNY ROLAND UPON RECEIVING THE 2024 MARTIN LUTHER KING LIVING LEGACY AWARD
[00:50:02]
FROM THE MIDAMERICA NAZARENE UNIVERSITY. IF YOU GUYS KNOW JOHNNY ROLAND, YOU KNOW HE IS HE IS WELL-DESERVED OF THIS RECOGNITION.I BELIEVE IT'S IS IT TUESDAY, MONDAY AS WELL? [MAYOR] I'M NOT SURE, FOR THE COLLEGE? [MAYOR] SO I THINK THERE MIGHT BE SOMETHING SATURDAY AS WELL.
AND WE'RE DOING IT SATURDAY AND TUESDAY.
ONE DAY IN THE NEAR FUTURE HE’S RECEVING THIS.
[MAYOR] IT COULD BE MONDAY EVENING.
THERE'S AN EVENT I THINK MONDAY EVENING. I HAVE THE INVITATION ON MY DESK AND YEAH, HE, HE'S JUST AN AMAZING, CALM, REASSURING DE-ESCALATION IS WHAT I THINK OF WHEN I THINK OF MAJOR ROLAND.
AND I'VE SEEN HIM IN OUR SCHOOLS WHEN YOU'VE GOT A STUDENT JUST REVVED UP IN AND JUST ANGST IN THE ROOM ON ALL ALL PARTIES INVOLVED AND HE JUST IS LIKE CHAMOMILE TEA AND SO HE HE IS JUST THE EPITOME OF WHAT WE WOULD WANT TO SEE IN THE MLK LIVING LEGACY AWARD.
AND THEN CONGRATULATIONS TO OUR NEWLY SWORN IN ELECTED MEMBERS OF THE CITY COUNCIL AND OUR MAYOR.
VERY PROUD OF ALL OF YOU, AND IT'S AN HONOR TO SERVE WITH YOU, THANKS TO OUR ROAD CREWS FOR THEIR TIRELESS WORK.
I WAS LIKE, I CAN SKATE IN, I'LL BE FINE. AND I FORGOT.
I PARKED OUTSIDE AND I HAD LIKE A FOOT OF SNOW ON MY CAR.
AND YEAH, 30 MINUTES LATER WITH THE BROOM, I WAS STILL KNOCKING IT OFF THE CAR AND THAT WAS HARD ENOUGH.
SO I ALSO WANTED TO BRING ATTENTION TO THE OLATHE FIRE DEPARTMENT. THEY HAVE A NEW HARM REDUCTION PROGRAM, WHICH I REALLY THINK IS AMAZING AS A MOBILE INTEGRATED HEALTH TEAM THAT CONSISTS OF FIREFIGHTER PARAMEDICS AND NURSE PRACTITIONERS THAT FOLLOW UP ON OVERDOSE EMERGENCY CALLS AND EVALUATE THE OPPORTUNITY TO LEAVE BEHIND NARCAN AND OTHER RESOURCES WITH INDIVIDUALS IN NEED.
SO THE FIRE DEPARTMENT RESPONDED TO NEARLY 250 OVERDOSE CALLS IN OUR COMMUNITY IN 2023 OF WHICH NINE INCLUDED INDIVIDUALS WHO WERE FOUND IN FULL CARDIAC ARREST.
THIS IS NOT UNCOMMON FOR PEOPLE WHO ARE RESUSCITATED FROM AN OVERDOSE TO REFUSE MEDICAL FURTHER MEDICAL TREATMENT.
SO IN THESE CASES, RIGOROUS FOLLOW UP IS VERY A VERY GOOD WAY TO CONNECT FAMILY AND PATIENTS TO THE TREATMENT AND RESOURCES IN OUR COMMUNITY AND LEAVE BEHIND AN EMERGENCY DOSE OF NARCAN IN THE HOPES OF PREVENTING FUTURE FATAL OVERDOSES.
AND THIS CAN HAPPEN TO ANYONE, ANY FAMILY.
AND SO WE ARE THE FIRST AND ONLY FIRE DEPARTMENT IN THE STATE OF KANSAS TO HAVE SUCH A PROGRAM.
AND THE NARCAN IS PROVIDED WITHOUT CHARGE TO THE FIRE DEPARTMENT THROUGH THE DCCCA AND SO WELL DONE.
THANK YOU, CHIEF DEGRAFFENREID, FOR ALWAYS BEING ON THE CUTTING EDGE AND FINDING GREAT WAYS TO MEET THE NEED WITHIN OLATHE.
SO APPRECIATIVE, SO HAPPY NEW YEAR, EVERYONE.
THANK YOU. [MAYOR] COUNCILMEMBER GILMORE? I TOO WANT TO EXPRESS MY WELCOME AND APPRECIATE THE CONGRATULATIONS TO OUR TWO MEMBERS SAID THIS TO EACH OF YOU PRIVATELY.
I'LL SAY IT PUBLICLY. I LOOK FORWARD TO WORKING WITH YOU.
DURING YOUR TENURE ON THE COUNCIL, AND MARGE, CONGRATULATIONS ON YOUR ELECTION.
(INAUDIBLE) YOU KNOW, I KNOW YOU STARTED WHEN YOU WERE A TEENAGER, BUT YOU'RE THE LONGEST MEMBER OF OUR COUNCIL, AND I KNOW YOU'LL DO A WONDERFUL JOB.

[MAYOR] COUNCILMEMBER VOGT? I’IL HAVE TO GET USED TO THAT AND I WANT TO CONGRATULATE THE MAYOR AS WELL AS OUR CITY COUNCIL MEMBER AND OUR TWO NEW COUNCIL MEMBERS.
WE HAVE BEEN RECOGNIZED FOR MANY YEARS THROUGHOUT THE METRO AREA AS A HIGH FUNCTIONING COUNCIL.
AND I LOOK FORWARD TO US ALL COMING TOGETHER AND CONTINUING THAT LEGACY.
AND I REALLY LIKED WHAT PASTOR VANDERPOOL SAID ABOUT THE AUDACIOUS VISION.
IS THAT WHAT YOU SAID? BECAUSE THAT'S WHAT I WANT TO SEE US DO.
I WANT US TO COME TOGETHER AND HAVE THAT AUDACIOUS VISION.
WE NEED TO HAVE THAT NEXT BIG PROJECT FOR THE CITY OF OLATHE THAT MAKES US EVEN A GREATER COMMUNITY FOR OUR CITIZENS TO LIVE, WORK AND PLAY.
SO I LOOK FORWARD TO THAT OPPORTUNITY WITH ALL OF YOU.
AND THEN I WOULD BE REMISS IF THANK YOU.
AWESOME JOB AS ALWAYS ON THE ROADS.
I MEAN, WE CAN ALL GET OUT AND I KNOW THEY WORK 24/7 WE GREATLY APPRECIATE YOU ALL.
[00:55:03]
[MAYOR] COUNCILMEMBER ESSEX? I'LL TELL YOU THE NAMES OF THOSE PLOWS WERE JUST A HIT.SO HOWEVER WE PUT THAT TOGETHER, I GOT SO MANY COMMENTS, SO MANY LAUGHING FACES, KNOW WHEN PEOPLE SAW THE NAMES AND THE ARTWORK AND HOW WE BROUGHT THE COMMUNITY.
AND I JUST LOVE IT ALL. SO GREAT JOB.
CONGRATULATIONS TO OUR CITY MANAGER, MICHAEL WILKES, 25 YEARS.
THAT WHAT A GEM YOU ARE TO THE CITY OF OLATHE.
AND I JUST WANT TO PERSONALLY THANK YOU AS WELL.
WELCOME TO YOU, COUNCILMAN SCHOONOVER. AND COUNCILMAN VAKAS.
WELL DESERVED, MAYOR PRO TEM MARGE.
VOGT. SO EXCITED TO WORK WITH YOU ALL.
[MAYOR] COUNCILMEMBER VAKAS? SO I'M.
IT'S GREAT TO WATCH OUR MOTTO BE BE HERE NOW.
IS THAT WHAT IT IS? [MAYOR] WELL, THAT WAS HOW THAT WAS.
THE STATE OF THE CITY ADDRESS STATED.
AND AS I LOOK ACROSS THE DAIS AS MY FELLOW COUNCIL MEMBERS, AS OUR NEW MAYOR PRO TEM, AS OUR NEW MAYOR, GOSH, I FEEL VERY FORTUNATE.
AS I LOOK AT THE CITY STAFF THROUGHOUT THE AUDIENCE AND CERTAINLY AT THE HEAD TABLE AS CHAIRMAN, MR. WILKES, JUST GREAT PEOPLE.
I FEEL VERY FORTUNATE, GENUINELY BLESSED TO BE HERE.
[MAYOR] CITY MANAGER MICHAEL WILKES, ANYTHING FOR THIS EVENING? I LOOK FORWARD TO WORKING WITH ALL YOU GUYS IN THE COMING YEAR AND THANKS AGAIN FOR RECOGNITION TONIGHT.
IT'S JUST WONDERFUL TO BE HERE, SO I APPRECIATE THAT SO MUCH.
[MAYOR] THAT'S ACTUALLY DESERVED.
I WOULD SAY THAT I HAD SEVERAL PEOPLE COMMENT AS TO WHETHER OR NOT WE'RE GOING TO MEET TONIGHT.
YOU KNOW, THEY'RE ALL WORRIED ABOUT THE SNOW.
AND AND I LOOKED AT MY PHONE AND IT SAID IT WAS GOING TO QUIT ABOUT NOON OR ONE.
I SAID, OUR GUYS WILL HAVE IT CLEAR BY 7:00.
SO I WASN'T TOO WORRIED ABOUT IT.
BUT GOOD JOB. THE MUNICIPAL CREW DID GREAT.
IF YOU'D LIKE TO VOLUNTEER TOO, WE HAVE A SNOW BRIGADE, SO IF YOU'RE YOUNG AND LIKE TO SHOVEL SNOW, THERE ARE THERE'S A LIST OF FOLKS.
WE WANT PEOPLE TO BE CAREFUL IF THEY'RE UP IN YOUR SHOVELING SNOW.
BUT IF YOU'D LIKE TO VOLUNTEER, THERE ARE INDIVIDUALS THAT ARE IN NEED AND WOULD LOVE TO HAVE YOU HELP THEM WITH THEIR SNOW REMOVAL.
AND SO IF YOU'D LIKE TO DO THAT, YOU CAN GO TO OUR WEBSITE AT OLATHEKS.GOV AND FIND OUT MORE ABOUT THAT.
THAT CONCLUDES AND CONGRATULATION.
LOOKING FORWARD TO WORKING WITH OUR NEW COUNCIL MEMBERS.
THAT CONCLUDES OUR TELEVISED PORTION OF TONIGHT'S MEETING.
THANK YOU FOR JOINING
US AND HAVE A GOOD NIGHT.
