WE HAVE A LOT TO CELEBRATE.

SO AT THIS TIME, I'D LIKE TO BRING FORWARD BOARD.

THE FIRST OF THESE ARE BCB HOLDINGS LLC S PROPOSED INDUSTRIAL REVENUE BOND PROJECT.

THE QUARTER FOR THIS PROJECT WAS FIRST INTRODUCED ON JUNE 15TH OF 2021 WITH A REPORT IN A PUBLIC HEARING AND A RESOLUTION.

AND PUBLIC HEARING THAT FOLLOWED ON JULY 6TH OF 2021.

A REQUEST WAS MADE BY THE DEVELOPER TO INCREASE THE AMOUNT OF BONDS ISSUED FROM APPROXIMATELY 23 MILLION TO 30 MILLION, AND A NEW REPORT WAS PRINTED IN THE LAST MONTH ON NOVEMBER 15.

TONIGHT, WE'LL PERCEIVE THE NEXT THREE PARTS OF THE IRB, THE PUBLIC HEARING, THE RESOLUTION OF INTENT, AND THEN THE ORDINANCE ISSUING THE INDUSTRIAL REVENUE BONDS.

NOW WE'LL PROCEED WITH THE PUBLIC HEARING, FOLLOWED BY A VOTE TO CLOSE THE PUBLIC HEARING AND THEN CONSIDERATION FOR APPROVAL OF THE RESOLUTION OF INTENT.

HERE YOU'LL SEE THE PROJECT OUTLINE ON THE MAP.

THIS IS A PROPOSED LOCATION OF THE PROJECT CAN BE SEEN AT THE NORTHWEST CORNER OF FOUNTAIN DRIVE AND FRONTIER LANE.

THE PROJECT WILL BE ON APPROXIMATELY 34 ACRES OF LAND AND THREE BUILDINGS ARE PROPOSED AS WE'LL DISCUSS IN THE NEXT SLIDE.

TO SUMMARIZE THE PROJECT.

IT'S A $30 MILLION DEVELOPER.

INVESTMENT IS BEING MADE ON SITE FOR THREE BUILDINGS THAT WILL TOTAL APPROXIMATELY 385,000 SQUARE FEET IN AGGREGATE.

THE AMOUNT OF INVESTMENT WAS ORIGINALLY FOR 23,230,000.

IN JUNE OF 2021, WITH THE REQUEST INCREASED 30 MILLION REPORTED LAST MONTH.

AND THESE BUILDINGS ARE BEING DEVELOPED AS INDUSTRIAL SPACE.

A POTENTIAL IRB PROJECT, AS YOU KNOW, HAS TO MEET SEVERAL QUALIFICATIONS PER THE CITY'S IRB POLICY.

AS YOU SEE LISTED HERE, IT HAS TO MEET MINIMUM INVESTMENT REQUIREMENTS FOR NEW BUSINESSES.

THE PROJECT MUST PRODUCE A VALUE ADDED PRODUCTS AND SERVICES, AND IT MUST PROVIDE A POSITIVE ECONOMIC IMPACT OF 1 TO 1.3 FOR A COST BENEFIT RATIO.

YOU'LL SEE HERE THE COST BENEFIT RATIO OF 1.71 AND 135 NEW JOBS ARE PROJECTED OVER THE NEXT TEN YEARS.

THE FIRST YEAR AVERAGE SALARY OF THE PROJECT FOR A BUSINESS FOR.

JOBS AT THE PROJECT WILL START AT $42,000, AND THAT WILL PROVIDE APPROXIMATELY 50,555,000 IN TOTAL NEW WAGES OVER THE NEXT TEN YEARS. THE CURRENT CITY PROPERTY TAX RECEIVED FROM THE PROPERTY IS $91.

AND THAT WILL RISE TO AN ESTIMATED ANNUAL PROPERTY TAX TO THE CITY OF $44,063 DURING THE ABATEMENT PERIOD AND OVER THE TEN YEAR PERIOD OF THE ABATEMENT, IT'S ESTIMATED THE CITY WILL RECEIVE $440,630 IN PROPERTY TAXES.

THE SETBACK FROM OLD 56 HIGHWAY COULD BE REDUCED FROM 150 FEET TO 50 FEET.

THESE SETBACK REDUCTIONS COMPLY WITH THE UDL, WHICH, ALTHOUGH IT REQUIRES 100 FOOT SETBACKS FROM THE STREET, IT ALLOWS THE PLANNING COMMISSION OR GOVERNING BODY TO REDUCE THAT BY UP TO 50% BECAUSE THE HIGHWAY RIGHT AWAY.

LET'S START WITH THE PARK SALES TAX RENEWAL.

IN NOVEMBER OF 2014, THE CITIZENS OF OLATHE APPROVED A18 PERCENT SALES TAX, WHICH FUNDS THE REPAIR, RESTORATION, IMPROVEMENT AND ACQUISITION OF PUBLIC PARKS AND TRAILS, ALONG WITH LIBRARY AND RECREATION SERVICES IN THE CITY.

IT'S IMPORTANT TO NOTE THAT THE SALES TAX NOT ONLY PAID IS PAID FOR BY OUR RESIDENTS, BUT ALSO ANYONE THAT SHOPS IN ALETHA.

THE CURRENT RENEWAL OF THE PARK SALES TAX BEGAN ON APRIL 1ST OF 2015 AND IT SUNSETS MARCH 31ST OF 2025.

THIS MAP SHOWS QUITE A BIT OF PROGRESS THAT WE'VE MADE SINCE THE RENEWAL OF THE PARK SALES TAX.

THIS MAP SHOWS THE CONSTRUCTION OR MAJOR REFRESH OF SEVEN PARKS, AND THAT INCLUDES TWO SIGNATURE PARKS, LAKE ALETHA AND LONO PARK.

IT INCLUDES THE MAJOR REPAIR OR REFRESH OF 16 NEIGHBORHOOD AND COMMUNITY PARKS, AS WELL AS THREE NEW TRAILS THAT HAVE BEEN CONSTRUCTED OR ARE UNDER CONSTRUCTION CURRENTLY. THE CURRENT SALES TAX BROUGHT US MAJOR IMPROVEMENTS.

QUALITY OF LIFE AND AND I WOULD SAY LEGACY IMPROVEMENTS.

AND OF THOSE THERE INCLUDED THE COMMUNITY CENTER, LONE ELM PARK, STAGECOACH PARK, AND NEARLY 20 MILES OF NEW TRAILS TO CONNECT US.

BUT WE'VE DONE MORE WITH THIS PARK SALES TAX EVEN TO CONNECT TO THE REGIONAL TRANSPORTATION SYSTEM PARK SYSTEM.

AND THAT'S REALLY WHEN WE PARTNERED WITH JOHNSON COUNTY FOR THE CEDAR NILE'S TRAIL.

THAT'S UP BY THE WASTEWATER TREATMENT PLANT.

WE ALSO REPAIRED PORTIONS OF INDIAN CREEK TRAIL AND EXTENDED CEDAR CREEK TRAIL.

WE DID NEW PARKS, WE REFRESHED PARKS.

THIS IS CALAMITY LINED PARK COMPLETED IN 2022, VERY POPULAR WITH OUR YOUNGER GENERATION.

AND THE NEW INDIAN CREEK PARK WAS BUILT IN COORDINATION WITH THE LIBRARY AS THE FIRST FULLY ACCESSIBLE PARK, AND THAT OPENED IN 2019 2020. IN THE COMING YEAR, WE'RE GOING TO SAY TWO NEW NEIGHBORHOOD PARKS.

PHASE TWO OF A TRAIL PROJECT THAT WILL TAKE YOU ALL THE WAY FROM LAKE ALETHA TO CEDAR LAKE.

THIS YEAR, ETSY DID A MASTER PLAN SURVEY FOR THE PARKS AND RECREATION MASTER PLAN, AND THAT SURVEY REALLY TOLD US TO FOCUS ON THE MAINTENANCE OF OUR PARKS AND FACILITY, FOCUS ON CONNECTIVITY OF TRAILS AND OUR PATHWAYS BOTH WITHIN OLETA AND REGIONALLY, AND ALSO THE QUALITY AND NUMBER OF OUTDOOR AMENITIES THAT WE PROVIDE TO OUR PUBLIC.

THE MASTER PLAN SURVEY ECHOED.

CITIZENS OF OLIVA ALETHA APPROVED A $0.38 SALES TAX FOR STREET MAINTENANCE AND PRESERVATION.

THAT SALES TAX STARTED ON APRIL 1ST OF 2014.

THIS IS ONE SNAPSHOT OF OUR DIRECTION FINDER SURVEY.

AND AGAIN, MAINTENANCE OF CITY STREETS, BUILDINGS AND FACILITIES HAS ALWAYS BEEN IN THE TOP ONE OR TWO PRIORITY FOR ALL OF OUR RESIDENTS IN THE CITY OF OLETA.

BEFORE WE HAD STREET MAINTENANCE SALES TAX, OUR PRIORITY WERE ARTERIAL ROADS.

AND YOU CAN SEE ON THIS GRAPH ON THE LEFT SIDE IS WHAT WE WERE ABLE TO ACCOMPLISH IN STREET PRESERVATION FROM 2004 TO 2013.

AND ON THE RIGHT SIDE IS THE NINE YEARS OF 2014 TO 2022.

YOU CAN SEE THAT IT'S 139 LANE MILES VERSUS 824 LANE MILES SHOWN ON THIS.

AND REALLY THE BENEFIT IS LOCAL AND COLLECTOR STREETS THAT ARE NOW BEING RESURFACED AND ABLE TO BE TREATED.

AND SO THE RESIDENTS PASSED A 3/8 IN SALES TAX.

AND YOU CAN SEE IN THIS CHART, ORANGE BARS ARE WITHOUT STREET MAINTENANCE SALES TAX, BLUE BARS ARE WITH STREET MAINTENANCE SALES TAX.

AND SO FROM 2010 TO 2013, WE SAW A STEADY DECLINE IN OUR OVERALL CONDITION INDEX OF OUR STREET NETWORK.

ONCE THE SALES TAX WAS PASSED AND WE STARTED PUTTING DOLLARS INTO THAT PROGRAM, WE SAW AN INCLINE OF THAT OVERALL CONDITION INDEX EXCEPT FOR 2020, WHERE WE SAW ONE OF THE HARSHEST WINTERS WE'VE SEEN IN QUITE A LONG TIME.

THEN WE SEE THE INCLINE IN OVERALL CONDITION INDEX AGAIN.

BUT THAT BRINGS US TO 2025, WHERE WITHOUT THE STREET MAINTENANCE SALES TAX, THIS IS WHAT OUR ASSET MANAGEMENT PROGRAM PREDICTS WILL HAPPEN TO OUR STREET OVERALL CONDITION INDEX WITH OUR FUNDING FROM THE GENERAL FUND.

THIS IS THE STREET PRESERVATION PROGRAM BALANCE SHEET.

AND YOU CAN SEE THAT AS OF THE END OF 2024 ST MAINTENANCE SALES TAX WILL NO LONGER BE INFUSED INTO THE PROGRAM AND WE WOULD BE LEFT WITH 3.4 MILLION OUT OF THE GENERAL FUND FOR THE YEARS IN THE FUTURE.

THIS IS A GREAT SLIDE BECAUSE MAPS SHOW US SO MUCH.

BUT ON THE LEFT SIDE, THIS IS THE NEXT FIVE YEARS FOR STREET PRESERVATION.

THE LEFT SIDE SHOWS US NO STREET MAINTENANCE SALES TAX, AND THE RIGHT SIDE SHOWS US A CONTINUATION OF THE THREE EIGHT SIN SALES TAX THAT WE HAVE CURRENTLY.

YOU'LL NOTICE THAT WE ARE LOOKING AT TOTAL LANE MILES WITH STREET MAINTENANCE SALES TAX OF 565 AND WITHOUT STREET MAINTENANCE SALES TAX. AN AVERAGE OF ONLY 50 LANE MILES.

SO WHY RENEW STREET MAINTENANCE SALES TAX AND PARK SALES TAX AT THE SAME TIME? WE BELIEVE THAT IT REALLY PROVIDES TRANSPARENCY TO VOTERS.

IT IS MORE EFFICIENT AND I THINK RESPONSIBLE AND COST EFFECTIVE TO HAVE ONLY ONE ELECTION.

BUT IT ALSO SHOWS THAT WE'RE NOT GOING TO COME TO YOU AND THEN COME TO YOU A YEAR LATER.

WE'RE GOING TO GIVE YOU BOTH OF THESE ITEMS TO VOTE ON, SEPARATE ITEMS TO VOTE ON, BUT ON THE SAME BALLOT.

SO YOU CAN CONSIDER BOTH OF THEM AT THE SAME TIME.

THE RENEWAL TIMELINE COUNCIL HAS ORDINANCES TO CONSIDER TONIGHT.

WHAT I'D LIKE TO DO NOW IS GO OVER THE SPECIFIC BALLOT LANGUAGE FOR BOTH PARK SALES TAX AND STREET MAINTENANCE SALES TAX AND GO OVER WHAT IT WAS EIGHT OR NINE YEARS AGO AND THEN WHAT IT IS BEING PROPOSED FOR THE BALLOT IN 2023.

THE FIRST CHANGE YOU SEE IS SHALL WAS CHANGED TO SHOULD AND THAT WAS BECAUSE STAFF BELIEVES THAT THAT'S JUST A LITTLE BIT EASIER TO UNDERSTAND WHEN WE TALK ABOUT BALLOT.
